Disable the Send Notifications Automatically checkbox by going under General Settings.

Restock the product for which you want to trigger notifications.

Go to the Products section and click on Trigger Unsent Notifications.

You will see a popup and write that product's name and click OK.

All of the notifications would be triggered that is associated with that product.
